When the apocalypse came governments around the world started to destabilize. Some governments didn't last a month after the apocalypse while others lasted much longer. The United States of America lasted for almost six years when it finally collapsed. This wasn't due to Raven or her followers but rather the actions of the remaining villains that were still alive. Raven hadn't stopped the United States from collapsing because she had stopped caring long ago.
When Trigon had invaded Earth all of the superheroes naturally came to the rescue. Trigon was far too strong to be stopped even by the strongest heroes. Most heroes were killed off by Trigon or his actions.
Trigon was such a threat that some villains were convinced to fight alongside the heroes, most notable (perhaps) being Giganta and Poison Ivy. Poison Ivy even tried to come up with a toxin that could possibly kill Trigon. Needless to say that didn't work.

The big city had a population of well over one million. The only reason that the city was that big is thanks to the river that runs through it. The city was named after the river; Derleth and the river had been named after an obscure cult leader by the name of August Derleth who had lived in the area in the 1800s. The entire area was rather infamous for all the devil worshippers who lived there and had been living there since the U.S. was founded. Some say that devil worshippers in the area date all the way back to the days where the Vikings had really discovered America.
The citizens of Derleth went about their lives. Even though the government was gone by now, the jobs hadn't gone away completely. There were still trade in the post-apocalyptic world. Due to the government being gone, illegal trading became the norm. The slave trade was particularly high in demand with drug trading a close second. Legitimate forms of trade were still there, of course.
The ground rumbled sometime in the afternoon. It took the citizens of Derleth to realize that the rumble was no earthquake by the fourth or fifth time that the ground rumbled. No. The rumbling was that of giant footsteps. Soon a gigantic shadow fell across the city and the sun was shortly blocked out by a truly gigantic form. The citizens of Derleth all looked up to see the mountain-sized demonic form of Lady Raven herself.
Raven had several names she had gotten since she took over the world; Mistress Raven, Lady of Torment, Lady Raven, Demonic Lady, etc, etc.
Raven was known for sometimes wandering about the world. It was rumored that Raven had built a huge fortress just for herself in Antarctica, much like what Superman had built for himself in the North Pole. Although, Raven tended to stay in America mainly.
Raven was tens of thousands of feet tall today. The city looked just like a model city to her. She studied the city for long minutes until her gaze shifted towards a statue that was built on a small island on the river. The statue was that of Trigon and was sixty feet tall.
The statue was covered in graffiti and mythical symbols. Someone had spray-painted the words "False God" across the broad chest of the statue. The statue looked to be made out of copper.
"I was told that there was a statue of Trigon out there somewhere in the world" boomed the voice of Raven. Her voice filled the entire city and it echoed across the countryside. There was little doubt as to how Raven had learned about the existence of the statue; it must've been one of her many heralds.
Raven leaned over the city and picked the statue up as easily as if it was a bag of flour. Raven then brought the statue close to her face to examine it.
"Not a bad likeness I admit" said Raven before proceeding to crush the statue in her hand by making a fist. The huge demonic overlord appeared to be grinding the statue to dust.
"I've made it a point of destroying statues of my father" said Raven in a toneless voice. "that was the 125th statue of him that I've reduced to dust so far"
Raven opened her palm to reveal the statue was gone. She then made a show of dusting off her palms by clapping her hands together, a noise that caused windows to shatter all over the city.
"People keep insisting on worshipping that bastard" said Raven. "and I know that you were kinda forced to do so. But you are all free to worship whoever or whatever you want"
Raven stood at her full height and surveyed the city in silence. The silence dragged on and on. A few people went back about their lives such as they were. The majority kept their eye on the gigantic Raven as if waiting for her to say anything or just waiting to see if she'll do anything.
"You know," said Raven finally. "I'm tempted to stomp this city flat just because you people did nothing to tear down that eyesore of a statue of my dear old dad....and not reviving any of you afterwards just to show all of you pathetic humans what my dad would do in my case.
My father cared nothing for any of you tiny insects. He would've stomped this city flat just for fun and moved on...instead, I'll just have a little snack"
Raven proceeded to scoop up a large section of the city like it was a piece of pie. Raven took the large section in her hand to her mouth and swallowed it down in one swallow. Raven proceeded to cover skyscrapers with her open mouth and pulled them into her mouth and down her waiting gullet.
"Just like how mom used to make 'em" quipped Raven.
Raven returned to her full height and caressed her stomach. For long moments, Raven enjoyed all the squirming in her gut.
At that moment, Raven sensed something in the air a few hundred feet away from her current position. She saw nothing but she knew that something was there floating in the sky several hundred feet above the city. There were certain people that could hide even from Raven's four demonic eyes but such people were few and far between.
Raven narrowed her eyes and reached out with her arms. She was definitely sensing something there. Whatever it was had to be high technology. Was it one of the New Gods? Raven was certain that her father would've destroyed New Genesis and Apokolips.
"You're doing a remarkable job at hiding from me, whoever you are" said Raven. "these eyes of mine don't miss much"
There was no response.
"Didn't my father took care of the New Gods?" asked Raven.
No response.
"The New Gods are pretty much the only ones that can hide from me" said Raven. "although I am confused as to why any of them would be here"
There came the sound of a long sigh. And then, a familiar voice said, "So I've been found out"
A chair materialized from nowhere above the city. A chair with a high back and had a sizable base. The chair was most definitely New God technology; it was, in fact, the Mobius Chair. Raven was surprised to see the chair but she was more surprised to see who was sitting on the chair for it wasn't the original owner of said chair.
