There was a point where Tails should have stopped and he has clearly passed it. But he decided to keep going just to see what happens next.
He looked at all of the readings and recordings left behind in their hurry to escape on how they even managed to succeed in DNA re-writing and splicing. Even if the whole existence of Project EVA was inhumane to begin with, he couldn't help but still be fascinated of such a feat. Eventually, he decided to bite the bullet and enter the factory personally, using a mini-computer to remain connected to the mainframe as he progressed further inside the laboratory.
He was amazed by all of the scientific instruments used, and his natural curiosity only egged him on to continue what G.U.N. started. He first went and scanned the experimented egg, looking at all of the changes made to Rouge's DNA as the computer went on and list multiple attributes of the host:

[HEIGHT: 105 CM]
[WEIGHT: 35 kg]
The computer went on and on, giving out more biological details about Rouge from her date of birth, to blood type... and even her bust size.
He shook off his blush as he poked around the change list, identifying and removing anything that could result in this super offspring to be a weapon of mass destruction. Even though he was performing this experiment under Rouge's radar, the least he could do was not burden her with a organic super weapon. Making these changes caused the egg to slowly shiver and glow before returning to its normal complexion as the computer identified him of the approved changes.
Next up was the synth-sperm. A bio-mechanical marvel that has all of the properties of an average sperm, but with self-replicating qualities that makes it impervious to the natural dangers of the female body. They could be introduced through the mouth and still find its way down to the womb to fulfil its duty of fertilizing the egg.
Tails went ahead and used whatever details and notes were left to complete the sperm and have it running at full strength, and after what felt like hours, he was able to fully complete the synth-sperm. There was a tube connected to the head of the sperm for genetic loading, perhaps they were planning on using either a back up of Shadow's or their own genes.
