The idea here is that, instead of being nominally just the main five (plus Muzzle), the Road Rovers are a global movement of thousands of Cano-Sapiens answering to the name and ideals of The Master. Hunter would lead the American Road Rovers (and the global movement at large) from the White House (where he lives with the human US President), Colleen would lead the British Road Rovers from 10 Downing Street (where she lives with the human PM of Britain), Blitz would lead the German Road Rovers from Bellevue Palace, Berlin (where he lives with the human Chancellor) and Exile would lead the Russian Road Rovers from the Kremlin (where he lives with the human President of Russia), while Shag would have an important position in the Swiss Road Rovers (leader, if you want) based in Bern. The five would still team up on occasion, alone, with members of their national units alongside them, or with other national Road Rover leaders. The transdogmifier still exists in this scenario (the Road Rovers would not be without it), and the Rovers can use it to switch between Cano-sapien and regular form depending on whether they’re on active duty, on alert, or off-duty. Each Road Rover lives with a family, and the national leads can call for their subordinates to report for duty if necessary, but only The Master can call for a national leader if they are off-duty.
In addition, space is considered by the Rovers as a ‘nation’, with Persia as the national leader for space, while Hubert provides scientific assistance to the current leader of the global movement.
