Toontown, a place that featured originally in Who Framed. Roger Rabbit which was set in the 1920s, and in the 100 years that followed grew into an enormous metropolis housing pretty much every cartoon character you could ever name, both old and new, and a plethora of animated anthropomorphic objects and creatures like talking cars to populate the city.
Not quite so chaotic as it used to be, though there still are cartoon bombs and that go off if it's needed for s gag.
Side note: The newer toons are mostly computer generated and are thus mostly immune to Dip.
