Sakurai could might as well be a very happy man for once. Yes for all of his issues with dealing with Haruka and why she wants to continue her normal life as Japan's kaiju and not join the military, he actually has came to respect the fact that she isn't necessary one that can be easily tamed, but at the end of the day she is trustworthy enough to be a good help to Japan when needed, though its still annoying to him.
But with the bigger pressing matter of the kaiju thing now becoming big across the world, as now almost all the countries wanting to join in on the giantess actions, with USA and China being the true major players at the moment, he knew he must take action to keep Japan relevant in the matter. Yes Haruka is popular and all, but not one kaiju is enough to keep an entire populace entertained and what not, so Junko decided for a suggestion that they create an equal to Haruka, and suggested her daughter Asuki be used for the kaiju transformation.
He couldn't agree more, and in fact, this actually could work better for their plans at the end of the day, because perhaps with all the kaiju worshippers and what not in the world, why not try to make Japan a true haven for giant monsters like Haruka and soon to be Asuki. Perhaps if he could make some kaijus and train them, perhaps he could still have his army after all for his eventual plans. He still wants to revolutionize kaiju warfare, but perhaps before he tries to do that, he needs to figure out why people like Haruka so much, and she if they could make someone like her, but also be in the military as well, and even if they don't join the military, its still not a lost cause, as at the end of the day, he could still see Japan being a haven for giants like them, and perhaps working to make them even more popular in Japan could be great.
In fact, he got a brilliant idea, why not he gets Haruka to teach the new kaiju girl the way of the kaiju life. Perhaps if Haruka makes this so easy, perhaps learning from the kaiju queen herself could be a great benefit. Recently he has learned that Haruka was kinda being tired being the only huge giant in Japan, and while she has a few friends, both tiny and huge, she would love to have some in Japan that are monsters like her. Surely feels lonely being the only giant, but still she is loved by alot of folks, including much of Japan's government. Easy to realize that if he could play on Haruka's kinda loneliness in Japan in terms of kaiju population, perhaps he could convince Haruka to help and give her a monster friend as well. Its genius!
Just as he ponders through the usual papers, he then grabs a phone call and calls someone on the phone as he is getting more and more excited for this prospect that he could obtain with not only Haruka, but soon to be Asuki as well.
BTW, who does he call? (we will also focus on that person for the next chapter as well)
