Penelope reached into her dashboard and pulled out a necklace. She placed Phil on the pendant at the end, and pulled out some string. She proceeded to tie Phil securely to the pendant, making sure he couldn't get away. Penelope watched as Phil struggled for freedom, and she delighted in the fact that he was unable to break free of his bonds. Despite all his pulling, he was completely trapped.
The police woman then placed the necklace around her head, and let it rest on her neck. She unbuttoned her police uniform and placed the necklace inside, forcing Phil against her chest. She quickly buttoned her top back up so that Phil could not escape. Phil was stuck on the necklace, and was unable to get off of Penelope's chest. He tried squirming around, and Penelope noticed that there was a lot of movement in her top. She unbuttoned her shirt again, and pushed Phil into her cleavage, making sure that he would be unnoticable.
Phil stayed between Penelope's breasts for the rest of her shift. It felt like the shift was very eventful, as Penelope kept running, which jostled Phil's prison around quite a bit. She also sweat a lot, and Phil was coated in her sweat. The ordeal seemed to last forever.
