Ymir had arrived in Roanapur right before night had fallen. She had helped in defeating the last of the titans that were invading the city. Her transformation back from titan to human was observed by some of the military uniforms that belonged to Hotel Moscow. Ymir was hauled to Balaika where Ymir told the Russian woman all about titans. This resulted in Balaika and several of her forces to go in search of a titan. The search had lasted forty minutes.
"You came from the same world that these monsters come from?" asked Boris.
"We were all kidnapped from our dimension by someone named Clay" said Ymir. "he did some experiments on us, learning all about us. He injected the others with titan serum since he somehow knew I already was a shifter"
Balalaika blew out smoke and kept on smoking while Ymir had a slightly nauseated impression on her face. Balalaika continued to study the titan before her for several more minutes before she turned away from the titan.
"Kill it" ordered Balalaika. Ymir took out a knife and proceeded to kill the titan by cutting its throat. The titan fell to the ground, dead.
The head rolled towards Boris who proceeded to pick it up. "It's so light. How can such a creature even walk?"
Ymir shrugged. "I'm no expert and I'm a shifter"
"How many Titans are there?" asked Balalaika.
Ymir looked uneasy. "That I can't tell you. They were holding us all in separate rooms. There were probably close to a hundred in the room I was in. I managed to do some snopping around and counted at least ten other rooms; they were clearly planning this"
Balalaika said, "They?"
"There were lots of them there, planning something big" said Ymir. "Clay was only one man but there were others. I can't tell you much more because I didn't see much of the others that were in charge. I did hear them say that this was the second phase"
"Second phase..." muttered Balalaika.
Boris dropped the head of the titan and kicked it away, rolling down the slight slope of the landscape.
Balalaika looked to be deep in thought. She shook her head to clear it. "Let's continue this discussion elsewhere, Ymir"

Roanapur did have a mayor like all cities did. That was mayor in name only as the current mayor (like all previous mayors) were on the payroll of Hotel Moscow. The mayor, Valentine Arthur Smith, hated that he was on the payroll of those damn Russians. Valentine was in charge of the day-to-day duties of the mayor but it was Balalaika that owned Roanapur.
What made Valentine unique was that he was an American citizen by birth unlike the previous mayors of Roanapur which were all born in Thailand. Valentine had run on the promise of cleaning up the streets of Roanapur. That all changed when he was elected as mayor. He had received a visit from Balalaika's legbreaker, Boris, who had told Valentine on no certain terms the way the things worked in Roanapur. Boris hadn't come alone, of course. Ten armed men had accompanied Boris as he read Valentine the riot act as it were.
Valentine was a balding man in his 50s who was slightly overweight. He usually wore a brown suit but today he wore a dark blue suit with a carnation on one lapel.
Valentine was doing paperwork late at night. It was the end of a very long day which consisted of an attack by naked giants. The office had been swamped with non-stop calls from concerned citizens... if there were such a thing in this fucking city.
Valentine leaned back in his chair, his work finally done. He stood up from his chair as he heard a distant gunshot from the open window behind him. Valentine walked towards the window and looked to the streets below. The streets were filled with hookers, junkies and who knew what else. Valentine studied the streets for several long minutes until a knock came from the door to the office.
"I'm just about to leave" yelled Valentine.
There was a pause and then....there was a warping sound. Valentine turned to see that the door just... melted. Or it dissolved to dust.
A bizarre-looking man covered in disembodied hands entered the room. He was immediately followed by a man covered in stitches.
"I must insist on seeing you, Mister Mayor" said Hands as he strolled forward with a swagger. The man with the stitches gave the mayor a contemptuous look before turning and guarded the nonexistent door.
"Who are you?" asked Valentine.
"Just call me your guardian angel, Mister Mayor" said Hands as he came right up to the desk and sat down in one of the chairs facing it.
"What do you want?" asked Valentine, sitting at his desk.
The man removed the hand that was covering his face. He set the hand on the desk and regarded Valentine for a moment before he spoke, "What would you say if I can get rid of that troublesome...Balalaika, was it...for you?"
"What's the catch?" asked Valentine.
Shigaraki grinned evilly.
After a lengthy conversation with the mayor, Shigaraki and Dabi left the office and the building. The two didn't talk until they were three blocks from city hall.
"Shigaraki," said Dabi. "this isn't part of the plan"
"I've grown tired of waiting in the shadows" said Shigaraki. "I never did trust that Clay bastard or that Zamasu. It was an alliance of convenience"
Dabi made a noncommittal sound as he glanced behind him to see the two were being followed. There were at least four people following the two but they appeared to be smart and kept their distance.
Shigaraki and Dabi walked past whores who didn't even bother with them. The two walked by an alley where two people were having sex. A little ways further up, the two walked by another alley just in time to see a body being dumped from a high window. Dabi looked to see who had pushed the body from the window but saw nobody.
"This is my kind of town" said Dabi. "totally lawless. I could live here"
The two were coming upon a huge building that looked to be a bar, maybe. Several people stumbled their way out of the building. The two exchanged glances before nodding at each other.
The two villains walked towards a bar named the Yellow Flag. They both entered the bar to see the bar was still busy at this hour.
"We don't serve to minors" said the bartender in a gruff voice.
"That's funny," said Shigaraki as he took a seat. "I don't recall about hearing your opinion"
"Do you even serve non alcoholic drinks?" wondered Dabi as he examined the wall of bottles behind the bartender. "from what we've seen in this city, people don't keep stock with laws"
The bartender considered this for a moment. "That's true enough but I won't serve you beer"
"As if we're interested in drinking the horse piss you serve" sneered Shigaraki.
The bartender glared at Shigaraki but said nothing as he continued to clean a mug.
"Hey, kid" said a drunken man coming right up to the bar. "isn't it past your bedtime?"
"Rude, isn't he?" asked Dabi, ignoring the drunken man.
"Look at me when I'm talking --" started the drunken man but stopped short when Dabi produced blue fire from his hand. The blue fire covered Dabi's hand. The drunken man backed off, as did several people.
"We're just here for a friendly little chat" said Shigaraki. "the subject may interest you. Who wants to overthrow that Balalaika woman?"
The result of this statement instantly caused an uproar. Some of the patrons laughed at such a thought while other people were downright terrified while still others chose at that moment to run out of the bar as though there was a demon on their heels. The bartender had lost all color from his face and, judging by the smell, had lost all bodily functions from the waist down.
"I do believe we have their attention" said Dabi. Shigaraki smiled underneath the hand that covered his face.
